The Dover Housing Task Force (DHTF), together with consultants from Barrett Planning Group and Dodson & Flinker, hosted the second of three community forums for the town's Housing Roadmap project on Saturday, May 30, 2026.
Held at the Caryl Community Center, the forum drew approximately 35 residents for an interactive discussion about Dover's future housing needs and opportunities.
The event began with a presentation by the consulting team, followed by five engagement stations where participants shared their perspectives on housing design preferences, potential development locations, community goals and the challenges associated with future housing development. Attendees later reconvened for a summary of the feedback from each station and an open discussion about housing in Dover.
The presentation opened with an overview of Dover's housing and demographic data, building on information shared during the first community forum. Consultants also presented a map identifying areas with primary and secondary development constraints to help inform future housing planning.
Peter Flinker of Dodson & Flinker introduced three conceptual site scenarios for potential housing development, including the town center, the Connors Center and properties along Junction Street. The scenarios served as the basis for the design-focused engagement stations. Flinker also highlighted examples of housing developments in rural New England communities that could provide ideas for Dover.
Residents had opportunities throughout the presentation to ask questions before participating in the engagement activities and concluding with a facilitated community discussion led by Barrett Planning Group and members of the Housing Task Force.

The Housing Task Force thanked residents for their continued participation in the planning process and encouraged additional community involvement. A community survey is planned for July and August, followed by a third community forum this fall.
